Though not as severe as the Stage 6 load-shedding witnessed in years previous, citizens fear that the situation may escalate. This committee will task delegates with analyzing the problems that the South African energy grid has been experiencing for half a century. Debates will focus on addressing the outdated coal system, the potential of renewable energy, and Eskom’s financial distress following the infamous energy crisis. Delegates will face legislative barriers and fear the rising rates of electricity theft but will ultimately have to decide how to prevent another energy crisis. However, this moment of Roman glory is now at risk of coming to an end. Hannibal, the son of the infamous Carthaginian general Hamilcar, has crossed the Alps, bringing with him an uncounted but large and threatening army of men, horses, and even elephants. To add salt to the wounds, Hannibal has even reportedly secured the support of the Gallic tribes of northern Italy, while in the south, some Greek cities, unhappy with Roman rule, are showing interest in him. This CRISIS committee, representing the Roman Senate, will task delegates with fighting Hannibal and stopping him from moving any further south, while also fighting against the Carthaginians abroad in Hispania, Africa, and at sea. Besides war, delegates will also need to be able to manage the republic's finances, military, and foreign affairs, ensuring the republic doesn't go bankrupt and has to deal with new foes. Debate will focus on defeating Hannibal, maintaining the republic's finances, preventing additional powers such as Macedonia and Syracuse from joining the Carthaginian cause, maintaining Rome's alliances and vassals, and ultimately securing a total Roman victory and the destruction of Carthage. Alongside the Senate and its senators, the committee will also feature two consuls who will be critical to decision-making. Although the consuls possess significant executive authority, each will be limited by the other's veto power and by a one-hour term of office. Once their term expires, the Senate will vote to elect a brand new pair of consuls, creating an ever-changing political environment in which delegates must constantly build alliances and compete for influence to ensure their goals materialize. With each passing day, Hannibal and his forces move closer to Rome. The Senate must act now, or else these could be the final days of the eternal city.
